Otsu is one of the place-names that appear in Japanese public speech when people talk about entertainment districts in Shiga. JPGRL records it as cultural geography: a noun that shows up in news, comedy, and ordinary urban talk — not as a list of doors, prices, or arrangements.

Otsu and other Biwa-shore cities host Shiga’s late clusters while living next to Kyoto and Osaka’s much louder district myths. Many residents participate in Kansai’s wider night geography across prefectural lines. Shiga rarely exports its own kanrakugai brand.
